John Rawstorne (1761-1832) was a pupil of James Wyatt. He was active in Birmingham from about 1787 to 1797. Soon thereafter, he moved to Doncaster, and subsequently to York. See: Colvin, H. A biographical dictionary of British architects, 1600-1840 (2008).
