Notes:
H.L. Mallalieu's Dictionary of British watercolour artists up to 1920 (Woodbridge: Antique Collectors' Club, c2002), includes the following entry: "Taylor, J.W. A painter living in Ryde, Isle of Wight. He was elected N.W.S. [New Society of Painters in Watercolours] in 1834, but was dropped from the Society in 1837 because a rheumatic fever had rendered his right hand useless."
The manuscript appears to be a student's crib-sheet on watercolor painting technique, according (perhaps) to his or her teacher's method. The teacher is probably J.W. Taylor, of Ryde, active 1834-1837. The creator of the manuscript is unidentified.
